Do you accept plugin specific code?

Hi, I was wondering if you accept plugin specific code? I considering adding support for wplm (it's a plugin for wordpress that adds multilingual support). I plan to add a test on post and page editing which tests if the blog has wplm installed, and if it dos I add a new button which opens a screen where you can select language and is it's a translation of a different post.
If you don't, is it legit to make a wpml version of wordpress for android available in the playstore? This will be the latest version of wordpress for android with wpml code added.

You can always submit a patch at android.trac.wordpress.org with your code for review. The app is GPLv2 so you can do whatever you'd like with it as long as you follow the rules of the GPL.
